The IPFW list could help (freebsd-ipfw@freebsd.org). To see who is working on 
it, look at the commit logs (e.g. 
http://www.freebsd.org/cgi/cvsweb.cgi/src/sbin/ipfw/ipfw.c). Luigi Rizzo does 
a lot of the work with it.

If you installed a source tree in the standard place (/usr/src), look in 
/usr/src/sbin/ipfw.
