Actually it seems more that some of the pors have huge "include's"
as /usr/ports/devel/cdk as it includes the big maninfo.mk, or
/usr/ports/security/openssl-beta that has this huge Makefile. 
The `make readmes` stops in that directory, if you take away the
dependency of /usr/ports/devel/cdk/maninfo.mk

So it seems that ports maintainers have a job to get the `make readmes`
work again.
