Yes, it would indeed be / ZFS snapshots are VERY efficient and fast. So dont worry about the space they take. If just a few MB changed, the space it takes to keep that snapshot wont be much bigger than the few MB. Here is one of my servers with a default install and daily snapshots. As you can see, / does not register as it doesnt get updated that often. /var does, which makes sense due to the logs.
