No it isn't and it will not be MFCed to RELENG_5.  This import breaks API/ABI 
for both kernel and userland and thus is not allowed for MFC to a STABLE 
branch.

I will post patches to get it to RELENG_5 (the earlier patch[1] is just fine, 
actually).
