Did you see ipfilter boot messages? Something like this in your dmesg
output:
IP Filter: v3.4.8 initialized. Default = block all, Logging = enabled
Do you have the ipfilter device entries in /dev? Do a
# cd /dev
# sh MAKEDEV ipl
to create them.
