This is because there is more than one resolution specified in your 
/etc/X11/XF86Config file.
Press:
control alt -
and:
control alt plus
to cycle through them. You'll need to use the numeric keypad's plus and 
minus keys. Basically, the desktop runs at the highest res, and scrolls 
to meet the res you put your screen at.

If you just need one res, use your favorite X11 config program (or edit 
the file manually) and enable only one resolution at the color depth you 
use.
