I may try to switch over to a serial console just to see if that is any different. However perhaps this has something to do with having a old PS2 style keyboard plugged in? I am at a loss as to why the machine will not power off.=20 This is not fascinating hardware in the least. It is just an old ACER workstation pulled out of a pile and a few disks connected to it.
