If I understand correctly, 'tcp_fin_timeout' on Linux sets timeout on a
connection in FIN_WAIT_2 state. You could do that with pf(4) and it's
'set timeout tcp.closing' option.

I'm not sure if it's possible with sysctl, cc'ing @freebsd-net.
