It's possible for different problems to manifest with the same error messag=
e.

How are you creating the jail?  I can't reproduce this locally.

root@freebsd:~ # uname -a
FreeBSD freebsd 14.2-RELEASE FreeBSD 14.2-RELEASE
releng/14.2-n269506-c8918d6c7412 GENERIC amd64
root@freebsd:~ # jail -c name=3Dtest command=3Ddtrace -h
dtrace: -h requires one or more scripts or enabling options
jail: dtrace -h: failed
