No, that's a workaround. The issue is that the build tries to reuse bootstrap tools built prior to the upgrade instead of rebuilding them. You can force a rebuild (which should be quick since you're already running the same version that you're aiming to build) by deleting /usr/obj/usr/src/amd64.amd64/tmp.
