I'm running on 11.3-STABLE without issues, just have this in /boot/loader.conf:

vfs.zfs.cache_flush_disable=1

Just be sure to power off server (maybe even take the power cord out, who
knows) and power cycle. For me, adding this tweak and doing reboots didn't
helped, but full power cycle made the issue go away. I know this probably hits
performance, but until the issue is fixed, I think it's the way to go :(
