The license is at:

It's somewhat similar to the (original) openssl license, in that any
source-available distributions must be distributed under it:

    When the Program is made available in source code form:
        a) it must be made available under this Agreement; and
        b) a copy of this Agreement must be included with each copy of the
           Program.

It may be distributed in object form without fee to IBM/Transarc, or
restriction, save that the use of the code by the person giving away the
object form must fulfil the agreement, and that the standard disclaimers
and stuff against damages are applied.  Additionally a distributor of
object code must tell those distributed to that the free source program
exists and how to get it.

I think it is probably sufficiently free.  It doesn't sufficiently cover
the use of small bits of its code, though.  It is a non-terminating
license.
