Are there plans to add debug.cpufreq.highest support into CURRENT and eventually into 8-STABLE? Corresponding patches [0] have been available since Nov 2008 [1] and they work pretty well. This variable allows to underclock the CPU, which is useful when building quiet or low-power systems.
