Dear Chad Larson,

<dumb remark>

In order for the source-upgrade operation to make use of the existing=20
checkouts file, the following might/should (?) apply:

1) mv [...]/checkouts.cvs:RELENG_4 [...]/checkouts.cvs:RELENG_3

2) the new cvsup file will contain the line:
   src-all tag=3DRELENG_3
