I'm unclear on status of packaging base in 11.0 for ARM.

1. Will 11.0-RELEASE package base so it will get binary updates using 
pkg instead of freebsd-update?
2. Will 11.0-RELEASE base be packaged for ARM in addition to i386 and amd64?
