This brings up something I was just looking at doing.  I want to add a
BSD.include.dist for 2 reasons, 1) it cleans up a lot of ugleness in
src/Makefile, 2) it nukes about a dozen scattered mkdir -p in Makefiles
all over the tree.

If no one objects expect the include hierarchy to be removed from BSD.usr.dist
and a new BSD.include.dist to be added.
