They are already mostly ignored for interrupts registered by drivers (attempts by isa_configure() attempts to register interrupts twice are silently ignored). The tables are still used for deciding which devices are ttys and for multiplexing the fd and wd drivers, so merging them is not completely trivial. >in the config file, it would be used to initialize the field.
