I've changed the doctype to the transitional 4.01 one, which fixes that.

All replacements gratefully accepted.  You don't need to change
index.xsl, I'm happy to look at mockups that show peoples ideas of how
the website should appear.

I'm hoping that the increased prominence given to the newsflash items
will encourage people to write more of them, now that it's much more
likely that visitors to the site will see them.

Yes, but I don't know what it is yet.  I expect to use XML/XSL in a few
more places on the site, such as the vendors section.  When that's done
I hope to have a better understanding of what information is common to
each transformation, and what needs to be specific to each one.  I also
want to put in hooks to allow people to use a different XSLT processor
if they want to.

Again, suggestions and comments gratefully received.
