FreeBSD 3.3-STABLE cvsup'ed 11/23/1999.

When netgraph was MFC'ed into stable, change 1.89 for /src/Makefile.inc1
was missed. Therefore, /usr/include/netgraph.h doesn't get installed and
/usr/src/usr.sbin/{ngctl,nghook,ppp} all fail to build.
