This is more a Java port problem, but I will try anyway.

A quick work-around:

Go to the old download page:

http://java.sun.com/javase/downloads/index_mark.jsp

and there is still an old version of tzupdater-1_3_3-2007k.zip available 
for download.

You may also try tweaking this part of the Makefile:

TZUPDATE_VERSION=       1.3.3
TZUPDATE_TZVERSION=     2007k

then update the "distinfo" file and submit a PR if it works :-)
