done a cold install in a while, so I don't know the current behaviour.

I can try running an install this weekend to see if anything has changed. It
would be worthwhile to do that, anyway, because there were a number of other
files that exhibited the same problem.  If I rerun the install I can track
those down and add them to the ticket.
