I'm having the same issue with 12.0-RELEASE. I've also tried to build the world
with the "LOADER_DEFAULT_INTERP=4th" setting in src.conf. In this case, I've
just received the "can't load 'kernel'" error message, with no reference to a
missing  "loader.lua" file.
