As for the timing differences on your hosts -

Can you please do a 'service blacklistd onestart' on the remote host and
re-do the timings to that host?

I'm curious is the slowdown is evident all the time, or only when the syslog
entries are being written.

My remote hosts are pretty slow and jittery, but of course, they're all running
blacklistd most of the time.  When I did my testing to a sshd on a host with
blacklist support compiled in, but no blacklistd daemon running, I wasn't able
to pick out
any meaningful slowdowns in the timing tests that I performed.
