I'm using a display manager so I'm not sure, but could be a timing issue.

startx should not be a symlink to startxfce4 though, it should be a script
starting X and it's required parts and launching startxfce4 as it's last
action.

In fact the default startx script is part of the xinit package and should not
be modified. It can be configured via ~/.initrc for each user. You should put
the startxfce4 command in your .xinit file.

If you have such a setup can you confirm the bug?
