2 ways:

1) grab http://www.freebsd.org/handbook/handbook-html.tar.gz.
2) grab ftp://ftp.freebsd.org/pub/FreeBSD/FreeBSD-current/src/share/doc/handbook.tar.gz
   and use the sgmlfmt(1) command. (assuming you are running 2.1, 
   current, or a pre-2.1 snapshot that is no more than a couple months old)
