It's not the one from this PR, and I think you have the relevant libctf fixes (https://cgit.freebsd.org/src/commit/?id=105fd928b0b5b35ab529e5f6914788dc49582901 is the most recent), and I cannot reproduce the error by building either tcl86 or 87 with ipfw.ko loaded.
