We've tried that in the past (see the CVS history of src/TODO and
compare the comment in rev. 1.1 with the tag of the last release to
contain the file).  This is the sort of documentation that belongs in
the documentation tree, not the sources.  (It would also be a Really
Good Thing to document all of the work that goes into building
releases, in case Jordan gets hit by a bus.)
