I'm not sure I understand what you mean. There's no chmod in any of the
makefiles in src/gnu/usr.bin/perl. The chmods are present in the
generated makefiles only. This can be avoided by making the appropriate
modifications to files in src/contrib/perl5. I don't think the downside
of doing this will weigth up to the upside... or am I missing something?

PS: We probably have to strip the CC line from here on...
