SVN rev 180510 on 2008-07-14 18:38:52Z by jfv
Add an event handler to the vlan driver so the NIC driver
becomes aware of it, and gets the VLAN ID. This will allow
the easy use of VLAN hardware filtering by adapters that
support it.
