Write a wrapper that DTRT with all the fetch arguments.

Really, people replacing things like FETCH_CMD are assumed to know
what they are doing.  All components of that command line are clearly
replacable in port Makefiles, and we can't go cater to every
non-standard setups in users' environments. :)
