Regardless if it is the correct CD or not. Basically, /stand/sysinstall does not consider the CDROM drive to have a changer. Additionally, if one cat(1)s a file on one CD and then requests a cat(1) from a file on a different CD, and that file has the same name on both CDs, then one gets the same file as on the first CD.
