>Description:
currently, /usr/src/zoneinfo/asia lists PKST as changing back on Oct 15. that has apparently been changed to Oct 5.
while i can't find any "official" webpage, the following URL has some discussion of the change

http://www.jang.com.pk/thenews/oct2002-weekly/nos-06-10-2002/she.htm#3
>How-To-Repeat:
      TZ=/usr/share/zoneinfo/Asia/Karachi ; export TZ
        echo -n "`basename $TZ`|" ; date

>Fix:
      change /usr/src/share/zoneinfo/asia
