Only problem is bzip2 *is* in the base system:
hades:~$ ls -ld /usr/src/contrib/bzip2
drwxr-xr-x 3 root wheel - 1024 Feb 1 21:07 /usr/src/contrib/bzip2/
but your idea of adding cross-references to all the compression tools
available in the base system is certainly fine.
