Some of the lists of CVS/CVSup tags in the cutting-edge chapter of the
Handbook list RELENG_3 as the latest stable branch, which is no longer
true, and fail to list 4.0-RELEASE.  The fix also updates some examples
to use slightly newer branches than 2.2.X (though this isn't really
important), and mentions that RELENG_2_2 is almost obsolete (in one
place it said it did, so I changed the other place too).

There's still a mention of ctm-src-2_2 or something which should
probably be updated, but I don't know enough about CTM to know what to
update it to.
