Yes.  It's just like a modem.  We have a P133 laptop that's working
perfectly using user-mode ppp.  

Since the University of Oregon has a gateway set up, we dial & connect
through them.  Like with any other dial-up connection, you use the
remote's DNS server.  If you are using the Ricochet internet service then
use their settings.
