/etc/rc.local implies that we're not going to do anything towards making
the task easier for new users.

My intent was to make the task easier for new users, who seem to have
problems with it (as evidenced by confusion and questions on -questions,
and through other media).  I thought this method may be an easier one.

It definately has parallels to existing entries in the rc system.  

I like the /etc/sysctl.conf idea, but I haven't seen much movement there
yet.  sysinstall already has glue for doing things in rc.conf - I'd
prefer /etc/sysctl.conf if sysinstall can/will use it.
