Thanks!  I tried it on an IBM 560 with a Megahertz 33.6 modem and it
worked fine for me.

I haven't played with these sysctls much yet.  But I tried setting
both of them to 1, enabling apm, and doing a suspend.  I'm still
pretty clueless about laptops, so maybe I didn't do it right.  The
machine hung solid on the way into the suspend.  I had to cycle the
power to recover.  Bummer -- suspend and resume with pccards seemed to
work OK under 2.2.2-PAO.  Oh well, at least the modem makes noise now.
