Maybe to add things like that:

- official mirrors may get access to the "master" sites:
  ftp-master.freebsd.org
  cvsup-master.freebsd.org

contact is Peter Wemm for ftp-master and
  John Polstra for cvsup-master IIRC.

- From FTP master the FTP contents may be synced also with
  rsync and even CVSup.

- A sample cvsupfile should be given for ftp-archive and
  CVS repository.

(My setup is a bit special, so they might not serve as a good
   example.)

- Mirrors should be encouraged to also allow rsync access for the
  FTP contents, especially Tier-1 mirrors.

in "How to become a mirror" it should be explained how
to get a cc.freebsd.org alias _if_ the subdomain exists
i.e. contact the right hostmaster, state status and connection
of local mirror, etc.

So far my 0.02 ¤,
 Daniel
