I not sure if af_ZA -> en_US aliasing is correct, but now at least
setlocale() should not fail when af_ZA.ISO8859-{1,15} locale is specified.
I am going to fix some other locales also soon (per my understanding
and some documents), so feel free to comment/object to this and later commit
to this area.
