We might actually want some more detailed instructions for people wishing to do
source-based upgrades as you likely want to delete the package metadata so a
future `pkg upgrade` doesn't try to upgrade files that were updated by a `make
installworld`.  Sort of like the inverse of pkgbaseify.  At a minimum we should
document how to do source-based upgrades on a 15.0 system.  I'm not sure we
will want to ship an etcupdate tarball by default since for users using pkg to
update the base system it will just consume space and never be used, but we do
probably want to provide a way to obtain the etcupdate tarball for releases
(even if we just publish them on the ftp/http site?)
