Existing /usr/bin/man invokes tbl before it calls groff. I think that
wi.4 need not be renamed and that bsd.man.mk need not be modified.
Putting your new wi.4 as /usr/local/man/man4/foo.4 and invoking "man
foo", I could see formatted table as follows:
