Dunno if this is easily possible, but you could try to boot the machine without starting any of the jails, and then check if there's already an unusual socket usage. If there isn't, then start the jails one after another (not all at once) and keep checking. Maybe it's just one specific jails (or a few of them) which trigger the problem.
