    Maybe we should give up and just have /etc/rc.conf.local.?, or give up
    entirely and just have /etc/rc.conf.?  ( /etc/rc.conf.0, /etc/rc.conf.1,
    etc... ).

    Then the admins can have /etc/rc.conf.9
