It works here:
$ /usr/local/libexec/nagios/check_ping -H 62.8.64.6 -4 -w 3000.0,80% -c 5000.0,100% -p 1
PING OK - Packet loss = 0%, RTA = 642.54 ms
$ uname -srm
FreeBSD 5.4-STABLE i386

You may try to use ktrace/strace or else to diagnose the problem.
