Currently, we don't try to do a FULL RESET of the slot. That's the next step in
recovery, and that would drop the link, bring it back up and reset the BARs
which are lost in this process. If the card has powered off and back on
quickly, that would be the last step in recovery. We don't currently do that,
but could add that. We'll also need to bring in the DPC changes Scott Long did
before starting a new job that doesn't let him contribute, but it's unclear if
that's in play here or not.
