Well, it hardly started out as free software and, as such, can be
forgiven for having a few remaining commercial dependencies.  Motif is
hardly the only such commercial software-dependant feature in Mozilla
either, the mail subsystem, java interpreter and SSL bits being the
very first casualties of the transition process.

Removing the Motif UI stuff as well would have been taking it too far -
not only would it have deprived aspiring programmers like yourself of
the opportunity to make the existing UI code work with free Motif-like
solutions like lesstif, it would have also robbed the folks who later
did a Qt port of Mozilla of a perfectly good working example to copy.
