You need something like this:
/etc/usbd.conf:
...
# Keyboard
device "Keyboard"
devname "ukbd[0-9]+"
attach "/usr/sbin/kbdcontrol -k /dev/kbd1 < /dev/ttyv0"
detach "/usr/sbin/kbdcontrol -k /dev/kbd0 < /dev/ttyv0"
...
