When finishing the installation process after using the
FreeBSD-11.2-RELEASE-amd64-dvd1.iso on an ESXi Virtual Machine with 256M RAM,
the /etc/rc.conf file is not created.  When the same Virtual Machine is
re-configured with 384M RAM, the /etc/rc.conf file is created.
