Did you take the necessary steps to restrict the IP addresses on which sendmail on the host and the jail listen? The jail man page only says: To configure sendmail(8), it is necessary to modify /etc/mail/sendmail.cf. but you'll probably end up adjusting the DAEMON_OPTIONS lines of your sendmail.mc (freebsd.mc, freebsd.submit.mc) and recreating your cf files. g.
