You shouldn't normally set the Tx rate.  That is part of the
negotiation, and it normally gets set correctly.  The fact that you're
running at 2 Mb/s is not the problem.

Encryption?  Have you checked that the SSID and operational mode are
being set correctly?

What does wicontrol show?
